These games were made in the OpenDocument Format, the internationally-recognized standard format for documents. Specifically, they are Draw documents, which Microsoft Office and Google Docs don't know how to open, as they have no suitable program for it. To edit these documents, download the 100% free and open LibreOffice suite, available at libreoffice.org.
